Ingredients
  

  • 2 cups white whole-wheat flour
  • 1 Tablespoon baking powder
  • 1/2 teaspoon salt
  • 1/2 cup mini chocolate chips
  • 2 eggs
  • 1/2 cup sugar
  • 1/2 cup milk
  • 1 Tablespoon orange zest
  • 1/2 cup fresh orange juice
  • 1/4 cup vegetable oil

Streusel:

  • 1/2 cup white whole wheat flour
  • 1/2 cup sugar
  • 1/3 cup cold butter
  • 1/2 cup mini chocolate chips

Instructions
 

  • Line a muffin tin with 12 paper liners. Preheat oven to 400 degrees. Stir together flour, baking powder, salt, and mini chips in a large bowl. Set aside. In another bowl, whisk together eggs, sugar, milk, orange zest, orange juice, and oil.

  • In another bowl make the streusel.
    Cream cheese, flour, sugar, and butter in a mixing bowl for baking recipe preparation.
  • Fork together flour, sugar, and butter until it resembles coarse crumbs. Add in chips.

  • Pour the liquid into the dry ingredients. Mix until just combined. You do not want to over-mix, or you will end up with a tough muffin.

  • Scoop 1/4 cup batter into the muffin tins. Add a generous amount of streusel to the top.

  • Bake for 18 to 20 minutes. Cool in the pan for 5 minutes, then cool completely on a wire rack.
