Brown ground beef: In a saute pan, over medium-high heat, cook ground beef until it is no longer pink. Drain excess fat.
Add seasoning and flour: To the saute pan, add taco seasoning and flour. Stir and cook for 1 minute.
Add broth: Then, add chicken broth and simmer until the liquid thickens (about 15 minutes).
Crush tortilla chips: Meanwhile, place the tortilla chips in a sealed bag and gently crush them into smaller bite-sized pieces.
Assemble the casserole: Spray a 9" x 13" pan with cooking spray and then layer chips, taco meat, and cheese in the pan followed by another layer in that same order. Once the meat cools, at this point you can freeze the casserole and bake it later. When you're ready to bake it, be sure to thaw it in the fridge first.
Bake casserole: Bake in a preheated 325-degree oven for 20 to 30 minutes or until the tortillas are lightly toasted and the cheese is melted. Serve with a generous amount of taco toppings and enjoy!
