In the same skillet, cook ground beef over medium-high heat until browned, about 7 to 10 minutes.
Add the diced onion and minced garlic to the skillet. Cook for an additional 3 to 5 minutes, until the onion is translucent.
Incorporate the cream cheese, ketchup, mustard, Worcestershire sauce, salt, and pepper. Continue cooking for an additional 2 minutes, ensuring everything is well combined. Take off the heat.
Stir the crumbled bacon into the beef mixture.
Preheat your oven to 350°F.
Grease a 9x13-inch baking dish with cooking spray or oil.
Spread the beef and bacon mixture evenly into the prepared baking dish.
Evenly distribute 1 1/2 cups of shredded cheddar cheese on top of the beef mixture.
In a medium bowl, whisk together the eggs and heavy cream until well combined.
Pour the egg and cream mixture over the cheese and beef in the dish.
Sprinkle the remaining 1/2 cup of shredded cheddar cheese over the top.
Place in the preheated oven and bake for 30 to 35 minutes, until the casserole is golden brown and firm.
Allow the casserole to cool for 10 minutes before serving. Sprinkle on fresh dill for garnish if using.
